College Policies & Library Guidelines

The Library Use Guidelines stand as directions for governing the behavior of library clientele at RCTC (which includes Winona State University-Rochester Center), Goddard Library. The Library Use Guidelines also support and align with existing Minnesota State policies and the college campus Student Conduct Policy.

Goddard Library is open to the public. However, as an academic college library, students, faculty, and staff are the library’s primary clientele. Children and young adults 13 years old and younger must be supervised by an adult at all times while in the library. This aligns with the RCTC Children on Campus Policy.

Animals, with the exception of guide dogs for the visually and hearing impaired, are not permitted in Goddard Library. The library staff and the campus Disability Coordinator must approve any exceptions to this principle.

As a general rule, no person should act in a manner that interferes, distracts, or disturbs the academic learning environment of others. Inappropriate library behavior includes but is not limited to excessive noise, running, cell phone disruptions, inappropriate language, or any action that may also violate the RCTC college campus policies. 

Computers located near the Reference Desk are for library research. Other uses such as e-mail, web registration, online financial aid application, word processing, etc. should be done on LTC or computer lab computers.

Tuition and technology fees paid by registered students support the library including printing privileges. Community patrons who wish to print can request a Printing card from the Circulation Desk.

Library patrons are expected to assume responsibility for all materials checked out on their identification cards. Forgery, alteration, or misuse of library documents, records, or Identification cards will not be permitted.

Only beverages in covered containers are permitted in the library
